The high court rules out the creation of CAS positions since it's unconstitutional.  The controversial appointment of the 50 Chief administration secretaries(CAS) has finally been clearly explained by the high court.The high court has dismissed the appointment of the 50 Chief Administration Secretaries by the president since it's unconstitutional.This is following a petition by the Law Society of Kenya(LSK) and Katiba Institute challenging the process. Judges Kanyi Kimondo,Hedwig Ong'udi and Aleem Visram said the public participation in creation of CAS posts was only conducted for 23 occupants and the creation of additional 27 occupants did not meet the constitutional requirement of public participation.
